Once Magento is installed, the only user who is allowed to access the admin panel is the administrator. The administrator is actually a preconfigured role in Magento. There are no limits in terms of how many options can be configured.

The initial admin account is created upon the install, but multiple user accounts can be created to access the admin panel in the backend and perform tasks there. These users can be given permission to do everything, or they can be assigned to only manage certain functions.

However, before you add a user you have to create a user role with the necessary permissions. These should be set according to what you want the user to be allowed to do. To add and edit user roles, log in to the admin panel of your Magento and go to System Menu > Permissions > Roles.
